David Gallacher is a Partner in the Governmental Practice group at Sheppard Mullin Richter & Hampton’s Washington, DC office. His practice focuses on all types of public contracting, supply chain management, and litigation. David regularly counsels both defense and civilian contractors on issues relating to compliance with the vast array of procurement regulations including, among other things, subcontract administration, country of origin requirements under the Buy American and Trade Agreements Acts, policy updates under the annual Defense Appropriations Acts, export controls, commercial item exceptions, cost accounting, suspension and debarment, and small business requirements.
He also regularly conducts compliance reviews and internal investigations to assist companies ensure that they are in full compliance with the law. And he regularly litigates disputes at the GAO (bid protests), SBA Office of Hearings and Appeals (small business status challenges), U.S. Court of Federal Claims (claims and contract changes), and U.S. District Courts (civil False Claims Act defense).
